State of the sector

Associations lose members quietly rather than loudly: a member who forgets to pay their dues stops thinking of themselves as a member a period later — they stay on the list, but the bond is gone. Common mistakes in this sector

  • Hard-coding the dues schedule A system written on the assumption of a single flat fee seizes up the moment the general assembly adds a student or honorary member rate. Schedules, periods and exemptions must be definable from the admin panel; past-period charges must stay fixed at the old rate.
  • Calculating voting rights live when the app opens Debt status changes as payments are made inside the hall; if voting rights are recalculated on every query, the attendance count will not hold up and becomes open to challenge. The snapshot taken on the notice date must be the basis, with later changes applied as recorded amendments.
  • Allowing unlimited Excel exports of the member list Association membership is special-category personal data; an export button open to everyone in the panel creates a one-click data-leak risk. Downloads must be permission-gated, logged, and stripped of fields the export does not need.
  • Turning the app into nothing more than a notice board An app that only shows announcements gets deleted within a few months, because the same content is already in the WhatsApp group. Members need a concrete reason to open it: dues balance, membership card, receipts and event registration.

Regulation and compliance

Association activity is governed by Turkey's Law on Associations No. 5253 and the Associations Regulation; the fields that must be held in the member register, the joining and leaving dates, and the annual declaration obligation directly shape the app's data model. The statements the system produces must not conflict with those ledgers or with DERBİS (the state association registry system) entries. The critical point under KVKK (Turkey's data protection law, aligned with GDPR) is this: information about association membership counts as special-category personal data, so explicit consent, access authorisation and retention periods have to be designed separately. Campaigns involving cash fundraising may require a permit under Law No. 2860; have your legal counsel confirm this before the screen goes live.

    In an association, full, student, honorary and corporate members all pay different dues; some pay annually, some monthly, and a membership starting mid-year needs pro-rata calculation. Hazirun listesi (assembly attendance roll)
The signed roll of members attending a general assembly in Turkey. Quorum is read off this list and it is the evidence if a decision is later disputed, which is why it must be counted live in the hall and printed for signatures.
Tahakkuk (dues accrual)
Booking dues as a receivable before any money arrives. Associations track accrual and collection separately: opening a period creates the charge, the member shows as owing until payment lands, and the collection rate is the ratio of the two.
Kıst aidat (pro-rated dues)
Charging only the remaining months or days when a membership starts or ends mid-period. It is why someone joining in November is not billed a full year of dues — unless the statute explicitly requires the full annual amount.
DERBİS (Turkey's official associations information system)
The Interior Ministry system through which Turkish associations file statutory notifications — annual declarations, board changes and assembly results. Figures produced by the app must line up with what is entered there.
Vekaleten oy (proxy vote)
A member who cannot attend authorising another member in writing to cast their vote. The statute caps how many proxies one person may carry; proxies beyond the cap are void at the door and the attendance count is corrected accordingly.
